Modular vs. Manufactured vs. Panelized Homes: A Decision Guide

Learn what the labels usually mean, which code path to verify, and how to compare proposals without confusing the factory method with the finished home.

“Built in a factory” describes where work happens, not the legal category, foundation, financing path, or completeness of a quote. A useful comparison starts by identifying the code path and delivery form, then examines the entire installed project.

Separate the terms before comparing prices

A modular home is assembled from factory-built sections and is generally designed for the state and local building codes that apply where it will be installed. The modules are transported to the site and joined on a permanent foundation. Local officials still review site work, foundation, connections, and the completed project according to their process.

A manufactured home is built to the federal Manufactured Home Construction and Safety Standards, commonly called the HUD Code. HUD explains that these homes use a permanent chassis and carry a certification label on each transportable section. That federal category is not interchangeable with “modular,” even if both are built indoors.

A panelized home arrives as wall, floor, or roof panels rather than completed room-sized modules. Much more assembly can occur on site. “Prefab” or “prefabricated” is an umbrella description and does not, by itself, tell you the governing code or delivery scope.

Use one scope sheet for every proposal

Give each supplier the same project facts: jurisdiction, parcel, climate and design criteria if known, desired area, rooms, finish level, utility plan, access constraints, and target occupancy. Ask each bidder to mark every line as included, allowance, owner-supplied, third-party, or excluded.

  • Permit documents, permit fees, and agency responses
  • Factory scope, finishes, appliances, and system rough-ins
  • Freight, escorts, route survey, storage, crane, and set crew
  • Survey, clearing, grading, drainage, foundation, and access
  • Utility trenching, meters, septic or sewer, well or water, and connections
  • Module marriage-line work, weather sealing, exterior completion, and touch-ups
  • Inspections, testing, cleanup, certificates, and warranty handoff

Verify land and code fit before selecting finishes

Contact the local planning and building departments with the parcel number and a plain description of the proposed system. Ask about zoning, setbacks, use restrictions, design review, snow/wind/seismic criteria, foundation requirements, fire access, utility approvals, and the submittal process. Private covenants or architectural rules may add another review even when zoning allows the home.

Do not rely on a national statement such as “permitted everywhere.” A product can be engineered for many regions while a particular parcel still has access, zoning, utility, wildfire, flood, or design constraints.

Compare the project, not the factory speed

Factory work and site work can overlap, which may compress part of the schedule. The calendar still depends on design approval, financing, permits, factory slots, procurement, foundation readiness, transport, inspections, and correction work. Ask for a dependency-based schedule: what must be approved before production, what must be complete before delivery, and who owns each handoff.

A practical decision sequence

  1. Confirm the category and code path. Obtain the answer in writing.
  2. Screen the parcel. Verify use, access, utilities, hazards, and review requirements.
  3. Normalize scope. Compare installed-project inclusions, not advertised unit prices.
  4. Check responsibility. Identify the licensed designer, contractor, transport team, set crew, and warranty contact.
  5. Test the schedule. Look for dependencies and contingency, not one optimistic completion date.
  6. Review contracts professionally. Construction, land, financing, and title decisions deserve qualified local advice.

The best category is the one that fits the parcel, budget, design, local approvals, and available project team. The label narrows the questions; it never replaces them. Before scheduling delivery, work through the site-readiness gates.
